Superman's villains... Is HE to blame?

So, I just finished reading Superman Secret Origins and the Brainiac arc Geoff Johns and Gary Frank did in Action Comics, and it left me wondering... How safe is the world with Superman? Are Superman's villain's existence Superman's fault?
Now, You can't blame Parasite or Metallo on Superman. He's not responsible for the destruction of Krypton. He doesn't gain anything from Kryptonite. Quite the opposite. But if it wasn't for Superman, we wouldn't have Bizarro. Technically, Superman didn't directly create him, but still, you see my point.
Brainiac on the other hand.... Superman lead him strait to earth. Brainiac destroyed Krypton, true. But if Jor-El hadn't sent Baby Kal-El to earth, Brainiac wouldn't have been looking for him, and he wouldn't have come to earth, and he wouldn't have endangered the lives of billions.
Arguably, they're Superman's most physically, and in Brainiac's case, mentally formidable foes, but are they Superman's fault? Would the world be safer if Superman didn't show up?
..... And please, no answers like, "Sure, Batman will save us anyway". In this scenario, there is only Superman.
