Yes anyone can use ki, in Dragonball Online Gohan writes a book on using ki which ends up being really popular.
Using your body isn't the same as strengthening it to the fullest it and then using it. Even without all their training, Dragon Ball characters are born super-strong. That is not the case with humans.
There are plenty of Dragonball characters who were born no stronger than any other human but ended up becoming strong.
But Goku and Vegeta?? Saiyans in general????

You are right. Officers having their gun pointed at every possible threat is safest FOR THE OFFICERS! It's less safe for everyone on the other end of the weapon which is why they should use their weapons judiciously.
A more reasonable approache would be to have your hand on your holstered weapon.
What?! You're crazy. Police should be able to shoot as much as they want. Any imagined threat they perceive have is more important than reality!
