I would like to see him start his super group up again. While i wasnt overly fond of the run-offs at the beginning I liked that it was telling a different kind of story. While reading an article of characters that should have been bigger than they ended up (mostly in the late 90's early 2000's) i came across some that would work in Bludhaven.
Captain Boomerang (Owen Harkness) - also a reformed villain and disowned by his father (in my telling of it)
Kyle Abbot - Detective Comics #743 - Evolution: (Part One): Whispers in the Dark - Could turn into a magical werewolf - Former member of the league of assassins and worked for intergang. helped Nightwing before but walks the line of hero and villain (similar to catwoman it seems)
Great White Shark - criminal mastermind with a lot of contacts and power - He would essentially be Lex Luthor or King Pin of Bludhaven. He could always be a step or two ahead of Dick to stay out of jail. One of his men could be Tally Man
Magpie - serial killer and thief - no powers but highly skilled at booby traps and making copies of the items she steals
Equus - prototype for the OMAC project - originally fought superman and battles karate kid and Una. He would be a super powered villain but more likely a servant to someone with more brains. outmatching Nightwing in strength and speed
These are just a couple ideas but it could bring back some old established characters and give Nightwing some new people to bounce off of, relate to, fight...
