Catwoman will always be bad, and at best, simply "on the fence", regardless how she is written.  That is my opinion.  Regarding Harley Quinn, similar thing, I don't think she will last long being "good" and in fact I don't buy it.   Both will revert to their true selves, just a matter of time.
