Oddly enough, I thought up a character similar to this when I was about ten years old without ever having heard of this guy before.

As I understand it, he's a veritable bogeyman made real. A serial killer of such infamy that it borders on mythical, and these myths have been made into reality... A chilling concept to say the least.

Modern Nazis manage to clone Hitler, except he is amnesiac. They therefore educate him on "his" life and who he is. Upon realizing that it was "he" who orchestrated the horrors of the Holocaust, the Hitler clone promptly commits suicide. ... There's just something I find very profound about that in a somewhat tragic way.
The "In Pictopia" story I've heard about seems especially interesting.
Freaky appearance, fun attitude, and cool powers. Would like to see more of him.
When a team forms with a title that uses both "Justice" and "Anarky" together, you can expect some... colorful members.
