I don't know if there's a character whose costumes I've hated more over the years. All of them have been terrible. Giant yellow underpants? Too-short brown jacket over spandex? Head-to-toe navy with cowl? Puffy coat with a giant yellow x? I'm a fan of cyclops, but if ever a character has been in need of a redesign it's him.

I like the direction Cyclops is being taken. It makes for a much more 3-dimensional character. And no, I wouldn't qualify the members of his team as villains.
