When he bathed in Py'tar, he was yet intelligent, and with vast matter manipulation powers. But Vibe destroyed the Flame of Py'tar replica (Justice League of America #254). After it, Despero returned, years after, in Justice League America #37, as a mindless rampaging monster. I think Despero became less intelligent, as a side-effect of Py'tar destruction.
