You grossly underestimate Kingdom Come Superman here. Kingdom Come Superman is so fast that even Jay Garrick can't catch up with him, so we can assume that Kingdom Come Superman is probably beyond light speed. New Earth Superman can already run and react at near-light speed, anything that New Earth Superman can do, KC Superman can do it much better. As the second scan tells you, KC Superman went out of Jay Garrick's sight in no time.
And just because Superman can lift more doesn't automatically means he must have weaker striking power. Normal Superman can already shatter the Moon in one punch, and we're talking about Superman that is over hundred times more powerful than normal Superman in every aspect. Anyone that are trying to said "lifting strength is useless in combat" is just trying desperately to seek justice for their character. Lifting strength can be convert to crushing strength, and crushing strength is much messier than striking strength could ever dreamed of. What happens when KC Superman grab a Saiyan's skull? Above-planetary level strength will causes total cranial evacuation, and that's pretty easy for someone as strong as KC Superman. Also, crushing strength are deadly in any fist fight, once he grab onto any of the Saiyan's body parts, he's likely turned it into mash in one grip.
KC Superman is capable of shrugging off Magog's attack, the blast which even Captain Atom have difficulty in tanking it.
And KC Superman's durability difference to Superman's is like Luke Cage to normal Human's. He didn't even need to brace for impact.
As you can see, normal Superman can already tanked supernova with no injury (he was only knocked unconscious). And ignore what raging science nerds are complaining, the planet Superman was on was clearly obliterated. KC Superman can probably shrug this off smiling based on the power difference as demonstrated during the fight with Hercules.
And normal Superman can already survive his own attack that vaporize the entire shadow Moon, which has the exact same mass as original and his injury is bearable.
And really KC Superman only get hurt by Magog and KC Captain Marvel so far thank to their magic. Captain Marvel's punch is amplified by magic, that's why Black Adam can't hurt someone who's immune to magic like Superboy Prime but Supergirl and other Kryptonians can.
I have more to debate, but I won't post everything at once.
I'll address point by point. I'll use gradual absorption technique rather than forcing every argument into one post.
Jay Garrick's Speed
Let examine Jay Garrick. Contrary to the popular belief, Jay Garrick's maximum speed is actually as fast as any other Flash including Barry and Wally. All Flash's maximum speed without falling into speed force is speed of light, yet Wally is capable of performing FTL feats even when the author explicitly stated that he is only at near-light speed. Jay Garrick is perfectly as fast as Barry and Wally, but he just has less impressive feats.
Jay Garrick can become pure light energy as he move toward the speed of light. Thank to science, he will become more intangible as he move toward that speed. Once Jay moves at the speed of light, there's nothing Goku or Gohan can do to harm him. And nope, he don't only go at near light speed, he is perfectly at light speed which he loses mass and he won't be able to be physical harmed by mere physical attack anymore.
Jay Garrick is as fast as Barry, only that he doesn't have as much heroic act as him.
Jay Garrick's Perception Speed
DBZ characters so far have shown only snap reaction speed. That mean they can't see the entire world in slow motion or even completely at halt. All Flash including Jay Garrick is capable of sustaining their perception speed indefinitely.
Here's what weighs more
Sustained Perception Speed > Combat Speed
Here is the scan of Jay Garrick having conversation with the Flash in nanoseconds, which indicated that they're doing it at light speed or even above. Jay Garrick is capable of living in the world where nothing moves at all.
Jay Garrick's Durability
Just like any other Flash, Jay can trade blows with powerhouses and continue fighting without injury thank to speed force. Even without going at near-light speed, Jay Garrick can actually hurt Black Adam and trade blow with him at the same time. Remember that Black Adam doesn't hold back, but Jay Garrick does.
He also takes punch from Zoom before, and he's still be able to recover from that.
Speed Steal
This is Jay Garrick's most dangerous power, unless you're Hunter Zolomon or cosmic-powered, you will be rendered helpless by mere touch. One touch and no matter who you are, you're out of the fight, easy win.
