Poison Ivy is a dormant threat that DC never seems to exploit to the level she could potentially be, control over flora would allow a person to create panthonegenic agents that could wipe cities in hours. Controlling plant growth means you could choke out armies in moments or worse. Toxic clouds of spore, check! Incurable poisons, check!
 
But the biggest indicator of this in my opinion is an old Swamp thing/batman crossover where Swamp Thing mentions that Poison Ivy is like him.
That's scary because Swamp Thing is the avatar of nature.

superman. And to the argument that his invincibility makes him less heroic . the comics have shown how  wrong this is because even when people rob him of every last shred of power he has, he still keeps fighting for what is right. Yes he's godlike, but even when he isn't he still acts like the hero he is supposed to be.

Considering the existence of Son of Satan, Ghost rider and Doctor voodoo as canon (and some I really like) characters. How are you surprised?

Without a doubt if we stick to just image, then hands down Invincible.
 
But I much prefer the top cow universe characters to the regular image characters.
 
In top cow my favorite by far is Witchblade.

Personally what bothers me sometimes isn't that characters do get sexually abused in comics, it's how they present it. Rape in my opinion is one of the most vile and horrible crimes a person can commit but many comics use rape as a narrative with really bad, half-assed writing instead of threating it with the seriousness and maturity that should be used when writing a story with such an element as part of the story. 
 
I like vile, really vile villains and it makes sense to me that a lot of those phychotic villains could commit such a crime. But if a writer really does  want to go there and write such a story, he should damn well make sure that he has the talent to actually write a mature and well thought-out story.

Joker, all the others are amateurs. 
 
Yes he's psychotic, yes he's insane with big capital letters.  Worse, he actually knows what he does is wrong, he understands morality and yet he flaunts it just because he can, just because it's fun. He goes on a tagent one day and decides he's going to do something horrible just for shits and giggles. The sheer amount of pain and misery he's inflicted, the deaths, the wicked twisted games.
 
Joker's miles above anyone else on that list in the evil department.
 
In my opinion anyway...

Batman obviously, Spawn is pretty tragic too. Doctor Strange weird enough if you've read "Strange:Beginnings and Endings". The price you pay to become the sorcerer supreme according to that story, wow...
