Round 1 Winner: CW Arrow: Oliver is too good at hand to hand
Round 2 Winner: CW Arrow: Arrow's Oliver has more varied tools than Smallville's Oliver (Fletchlettes and using his bow as a staff weapon)
Round 3 Winner: CW Smallville: Smallville has way, way more heroes and villains to call in, and you just can't beat Superman --not without magic or kryptonite and while those things do presumable exist in the Arrowverse (if plans for TNT's Titans and CBS' Supergirl to take place in the Arrowverse work out) there is nothing to suggest anyone in the cast of Arrow or The Flash have access to either of those or even knows they exist.
