The Punisher vs Solo

Takes place on a construction site
Solo is at the top
Punisher is at the bottom 
Punisher is aware that Solo is at the top 
Solo is aware that Punisher is at the bottom 
Both have standard equipment: EG: Guns, Knives and each have 1 grenade 
No prep time  
Solo can't teleport
Random encounter 
Morals off

Solo.  His feats are limited, but he's allegedly every bit as skilled, superior armor, and has teleporting on top of it.

He really only uses teleportation once or twice per encounter.  It's taxing on him. 
 
Still, his armor has held off more than what Frank regularly wears, and Solo is supposed to be every bit as well trained.

Punisher because he is MORE driven. Has MORE combat experience. Solo is GOOD but Frank is BETTER.

In theory they should be matched evenly, but Frank has a lot more feats. With teleportation Solo should win, though.

Frank has better and more feats. And he's just a very driven guy, he doesn't accept a losing scenario. Lots of people have Solo's reputed skill set but at the moment it's more reputation than proven. With teleportation he'd take it though. He doesn't have armor on his face.
