What this issue , and by extension story, is missing is a real villain. Gladiator has been a good guy for too long at this point for anyone to buy him being the main antagonist of this plot. It's going to be the same problem everyone's going to have when Ronan becomes a villain again because Guardians of the Galaxy is coming out. They've been good guys for several big events and it just feels wrong to see them on the opposite side of the heroes.
As a whole, the book comes off as a bit chaotic because while the focus is mainly on Spider-Man, it also bounces around to secondary characters. The issue, as a whole, can be a bit tough because there is s much going on.
You just described one of my major problems with Slott's Spider-man run in general. I still manage to enjoy the issues most times, but they do have a habit of feeling chaotic and having poor transitions between main and side characters
