We all have trade paperback (TPB) collections we'd like to see. Here's one of mine:

What If (1989) #11 would be just for the FF as SHIELD agents story. I put What If: Civil War here, because as part of the Super-Human Registration Act, all costumed heroes became agents of SHIELD. The Bruce Wayne issue from Amalgam had to go in there too. It's too cool not to be included - Marvel and DC would just have to work it out.
For the cover, my instant answer is What If (1977) #28, because the Daredevil story started the idea of exploring superheroes as agents of SHIELD. However, looking at the covers closer, there's nothing about #28 that says "SHIELD," just looking at it. The Wolverine cover of What If (1989) #7 is okay, but sadly, there's enough Rob Liefeld haters out there, that sales could be negatively affected, with that being the cover of the book. Realistically, if you think "SHIELD," you think "Nick Fury," so the best choice is What If (1989) #57, with Nick Fury and Agent Frank "Punisher" Castle on the cover.
