They probably wanted a big name. Since Biggs departure, only Astin, Cipes and Paulsen got the top billing. Catrambone was relegated with the rest of the cast, it seems he wasn't big enough for Comic Cons.

I wasn't a huge fan of Catrambone, but Seth Green is terrible voicing Leo. I really like his work on Robot Chicken but here, he doesn't seem to fit...
