Start with clearing your internet temporary files including cookies, sometimes a bunch of popups just get stuck in there, might as well clear your computers temporary files too while at it - I like to do this on a regular basis either way. The first you can do via your browser, for the computer I like to use both the normal drive cleaner (it should be in the same folder as defrag on your start menu, im sorry I don't know the exact translation) and I also do a sweep with CCleaner.
Once that is done do virus scans, use several programs if you can since different programs are good at detecting different things. Make sure it's full deep scans and not just quick scans.
Then get an ad-blocker and most of all make sure that you keep your antivirus updated, always, an antivirus program won't protect you if you are being careless though, try to avoid sites you don't trust and don't click wierd links unless neccessary, you -will- get viruses anyway, no matter how good your antivirus is.
Alternatively just do a full system restore, it doesn't take too long maybe an hour or two, the only sad thing is loosing all your saved files but hopefully you have somewhere to copy your most important things before doing it. Doing a system restore every few years is usually a good idea either way since alot of crap tends to build up inside your computer with time even if you don't have viruses which will make it run sluggishly.
Also saying that it should be legal because booze is legal is probably the most stupid argument ever, since when does two wrongs make a right?
