"Its just as much "out of character" Neji and pretty much all the other characters trying to kill each other. But since this is a hypothetical battle, we should judge each by their strengths and weaknesses. I think Lee can at least match Neji with most his gates open. Otherwise, if you guys want to compare their official stats, I think Lee has this in the bag.LMAO Rock Lee never goes into a battle with the gates opened, and he never opens them when facing friends. Its totally out of his charcter. Neji could take Lee out before he even has the chance to open the gates. Shikamru is a non factor. Ive said it a million times, Shikamaru is better when in a team than on his own. Kiba and Choji can both be taking out by Neji and Shino. That just leaves Neji and Shino and Shino will win, his intelect and strategic thinking is enough to keep his distance and deal with Neji by using his bugs to eat Neji's chakra. I agree that if Lee did open the gates he would win but i dont see him doing it as soon as the battle starts.

According to the stats given by Kishimoto, he has the highest taijutsu, he's tied with Chouji for the highest endurance, he's tied with Neji for speed, and tied with Chouji for force. Unless Shikamaru outwits him by making him stand still, he won't catch Lee with his ninjutsu, and Chouji's ninjutsu is just as useless. We don't know how strong Shino is, as the only opponents he's fought have been usually lower in tier to Lee. So in the end, Lee with four gates open can speedblitz Chouji, Shikamaru, and Shino. Neji would be as fast as Lee, but not nearly as strong or durable. My bets on Rock Lee.
