Batroc is very annoying and very outdated stereotypical French but he's a great fighter and if you get the right book with him in it he's far from an idiot and actually a great character .Anyone who can give both cap and Batman one of their hardest fights should get some credit. Blob is clearly an idiot but he's fun . They are fillers or tune up opponents between bigger and badder villains and serve their purpose well.

I have some reccomendations if you're gonna do some new lists in the future. For DC, try Crazy Quilt or Polka-dot man, and for Vertigo use Dogwelder.
 
@batman2000: What's your reason for calling these characters stupid? I'd disagree with over half of your choices.
