Personally, I think that the Joker doesn't say those things out of any form of morality. But rather because he doesn't find things such as racism, or kicking animals to be funny. If it's something funny that he can make a joke of, he'll do it in the most sadistic and dark way he can think of. Anybody, of any race can get it from him.
In season one you could argue he has a sympathetic motive as a man wracked by grief and changed by the LoA, if still morally wrong in his execution. But over seasons two, three and four, the way Malcolm backstab everyone and manipulates the daughter he claims to live so much just goes to show any redeeming quality he ever had is gone.
@edamame: I agree. Sure, not every white person enjoys white privilege, but just by virtue of being the majority, they get certain things that minorities don't.
For example, if you're white, you don't need to worry about proper representation in media. It's everywhere. You don't ever say "there's not enough white guys/women" in movies. But that's just a small example.
