This is not a new concept. She has reached the Incredible (She) Hulk level before. I actually like the concept and do not mind the name change. She is not a new character created to replace the original due to diversify the Marvel Universe. She has been around for a long time and has her own back story.
One of Spider-Man's greatest nemesis was Venom because they had similar powers, so I guess it makes sense for Scarlet Spider's greatest threat to be Kaine since they have similar powers and they are clones.

I believe this all has to do with the movie rights. When things are settled and FOX gives MCU the movie rights back, Franklin Richards will return in the comics from his travels and fix it all. He is Marvel's Ace in the Hole. A Beyond Omega Level Reality Manipulator Mutant that has not been exposed to the Mist is still safe and nowhere to be found. That is what I think.
What if the Hulk there were suppose to kill was Cho and they killed Banner by accident. The death of Banner could drive him into an unstoppable rage. In Ulysses's vision you cannot really tell which Hulk it is.
