I would normally say Goku, as he starts out much more powerful than the Hulk even iin WWH, however, Goku like of prolonged battles and ramping up slowly would be his down fall. No matter how strong Goku would get, the Hulk will get stronger, tougher and madder. Eventually the Goku will start running out of energy and the Hulk will just be pissed.

base form hulk has more physical strenght and durability then ssj3 goku does by miles
ssj3 goku at max is barely class 100 without being enranged hulk is far beyond that

hulk has taken blast from guys like thanos and onslaught and celestial level beings
he took gladiators heat vision like it was nothing and took blast from thor like they were nothing
the only thing the dbz cast can do is dodge and when they get tired its over
hulk solos the dbz cast
just like 90% of the characters in marvel and in dc"
hulk almost died from gladz blast it was ripping through his skin and organs and everything...

a bit later he backed up gladz heat vision back into his face and beat him to near death
