Round 1 is zooms but i do not see how he is going to win round 2. The staff cannot be taken of Vandal so when Zoom tries he will fall and Vandal will just destroy the city then.

I think people need to look at this on a larger scale. I mean may be Jim can handle the day to day villains but what happens when his Batman goes up against the Joker or Ra's al Ghul? He would die and you need Bruce Wayne to deal with those threats. And that is not taking into account when a global threat comes to earth. Jim Gordon's Batman will be useless in that battle and the Justice league will be looking for Batman to find the weak spots and aim them at it.
