It's not about the location, it's about the whole meaning of the universe.
Harley wouldn't be jumping from buildings, make 5 backflips during that and land on her feet in the Watchmen-universe, since the characters from there were not supposed to be like that.
Rorschach would have been a much greater badass in the DC universe, since it would be a whole different writing. Rorschach isn't a joke-character and he would be one, if he would appear in the DC universe without PIS-enhancements.
 
I'm just trying to even the battle out.
Of course Harley is winning, but she would never win, if it would be on the same ground and if the fight would be well written.
(We all "love" the scenes, where Poison Ivy is destroying entire buildings with her flowers, while Harley is jumping from on leaf to another, landing in front of Ivy and knocking her out with a fist-pistol...)
thats not how it works. Harley would still retain her skill level and abilities in the Watchmen universe just as Rorshach would retain his own in the mainstream universe

i have no problem with Dick being on the team, i just dont think he has what it takes to truly lead them. 
The Outsiders actually seemed to be excited for Tim to lead them. then again this is a relatively stable version of the team

I know, I'd be fine with either. Dick's  matured and grown more as a character since then, with his time as Batman and with the JLA, so I think he could handle leading the Outsiders.
its not really a matter of maturity though. the jla and the outsiders are 2 completely different teams 
It takes maturity and leadership skills to lead a team, both of which Dick has learned and honed in in his past couple of years as Batman. What I'm getting at is that he's perfectly capable of returning, and leading them again.

Haha, okay.
just think about it  in theory thing would work all well and fine but the outsiders arent the justice league, they are a group of borderline anti-heroes who have to isolate themselves and are demonized from the world to do their job, not to mention they hardly get along with each other. superman has maturity and leadership skills  can you conceive him leading the Outsiders? my point is Dick is to normal to be an outsider
