No, he was born and raised in the village hidden in the leaves. He was hired after he became a Jounin to defend the snow village's princess, though, and he helped her escape when she was going to be killed. So he took a mission in The snow village. He wasn't born there or raised there. The Kakashi Gaiden kinda proves that.
