I think I agree with most of you who say that this is an step up from issue 1
BUT not by much
I had 2 big problems with this issue.
the first one is "The sweatshop" I think is disgusting, not the backstory that was used, but the fact that it was used. I think a lot of people will realize that the backstory given here is actually based on somewhat real thing. a similar situation happen in real life around the 1900s. the problem is that the book comes as somehow trying to make a point related to this, but not really. I just felt it manipulative and pointless, most likely because of the presentation, this kind of event should have taken longer to build up, instead it takes a couple of panels and comes as sad soppy story that is irrelevant to everything in the book.
the second problem is I have no Idea what is happening.
Why do they need Rainmaker? why is she attacking them as they come on? why is Kathardis going after the Mayor, then does nothing while the mayor sends his goons(police men in gear, Subtle much!) to beat the crap our of her, then she says that she is a police(which if you read the horrible Batgirl 12 you should know)

I dont get where we are going with this. I just cant follow it.
and finally I hate pretty much every single one of this characters.
I think Mouse is not funny and disgusting, Kathardis is very one dimensional and annoying and the rest has no real presence. even Virtue who is i guess the team leader comes very bland.
for example when Kathardis is being beaten, I dont feel like rooting for her at all. I feel like I should, but I dont want to, I know Im not suppose to sympathize with the Mayor and I dont, but he feels like a generic villain that is more likable than her who is suppose to be the Badass of the team but Im not Impress by this character.

I feel there is a good idea here somewhere, but Im not seeing it in this pages.
This book is basically SinCity but without interesting characters. and following that train of thought, Kathardis is suppose to be Marv, but she isnt Marv.
And just to call it right here right now, the cornea killer is either the Son of the Mayor or someone really close to him, just because that is just the most predictable thing I could think
