These are the characters and organizations that are currently under the most scrutiny by Armistice and his sleeper agents based upon a number of factors, weighted more towards recent events than prior history. This list will be updated weekly (Monday) to reflect the goings on of the previous week and their effect on his ratings.

1 - Black Cell - Still the greatest threat to the metahuman community in existence, sadly the disorganized and ineffective so called heroes are still completely unprepared to deal with them. Should the confrontation start tomorrow they all would fall like so many dead leaves.

2 - Andres Knightfall / HFC - His realignment with the HFC and constant machinations are cause for concern, he plays with forces even he does not fully understand with impunity. Currently playing puppet master on multiple fronts which are only starting to be revealed, his arrogance will be his undoing should he not be reigned in.

3 - Ziccarra Liafador / Trinity - From would be conqueror of Venezuela to now leading a team of fledgling heroes, her complete apparent reinvention as well as her ties to Kari need to be reviewed carefully. I cannot stress enough at my fears that her band is ready to come apart at the seams, not that I expected any less from such a motly collection of flawed individuals.

4 - Tranquil / HFC - Seems to be taking a page from the Andres Knightfall playbook and spreading himself along multiple fronts with his activity at an all time high. His motives and tactics have seemed to completely changed over a short period of time, the reasons for which are still not completely known.

5 - Surkit / Perfect / Anthony Stark - Three singular breaches over such a short time frame is a cause for concern, this may be only the beginning of a larger scale one in the works. This will need to be investigated to see if they are related in any way, if not they will be dealt with as needed.

6 - The Last Arashikage - Like a viper waiting to strike, has been far more quiet since the second Venezuela incident but Intel shows him to be in a planning stage, not inactive. His mission is clear and he has proven himself as a person capable of executing a grand scheme.

7 - Paragons - I find their lack of activity in regards to the numerous and concurrent threats disturbing to say the least. Even with my mandate that limits my ability to intervene I have accomplished more than them combined, if this is the best this reality has to offer their fate might as well be sealed.

8 - Kratesis - The Court of Arcani has been in relegated to the background for some time now, her return signals a very high possibility that such a lapse in activity is soon to end. Where she goes, destruction follows, and her appearance could spark a flood of activity from related subjects such as Amaranth Strix and Strigidae.

9 - Vine Villains - This group has mostly kept to the shadows, but any organized cabal of this kind must have a vigilant eye upon them at all times. Sooner or later they will tire of waiting and proceed with whatever they have come together to achieve.

10 - Kane Liafador - I have never forgotten, I have never forgiven, when I find him he will die for what he did, of that there is no doubt.
