I'd like to see Jackson in his "I didn't ask for this" mentality. Then through further training and working with Aquaman, he becomes a bit more cool and collected like YJ Aqualad.
People are saying Cyborg cause hes the new kid and they wouldn't dare say someone else. But you gotta look at the power sets. Cyborg is their Teleporter and Tech guy. He is one of the most important members of the team as of now. While Aquaman and Wonder women are just 2 more tanks who aren't Superman.
This isn't a popularity contest. Don't be fanboys (who am I kidding..).
Would suck if he became a Villain. I see a lot of potential in a Impulse-esque character like him as a Teen-Hero. Maybe apart of the new Teen Book when Marvel Now! happens.
As far as getting picked for the ring goes: I believe it was a tie between Hal and Guy for top pick. Hal was closer as stated in the Booster Gold series. And then John was picked. So one can assume that Hal has a greater will power than Batman. But there are other reasons why a ring would pick someone over someone else. Batman does use fear as a weapon so that might be a reason the ring wouldn't go to him.
@iLLituracy: They also collected Isaiahs wife's egg cells to produce Josiah, so he is a son and not a clone like X-23. They wanted a control group because Issiah and his wife produced a daughter before he became a SS. The government did classify him as A-39 so I understand the confusion.
