Question about Storm and her powers

Recall from this episoide X-23 of X-Men Evolution http://www.youtube.com/watch?v=-_aqTXRZIec&feature=PlayList&p=UFpM64siSV8 (skip to 11:39) Storm is making a minature cloud for that plant,does anyone think that she would be able to do that but project ice from it like Iceman or shoot ice or instead of rain shoot hail out of her hand to hit her target?
