In All Good Things, Q was the who created and manipulated the entire Seasons 1 through 7 and ever since The Encounter at Far Point, Q was challenging Picard through the Trail of Humanity. There is not one instant where Galactus has ever shown to manipulate Time and Realities and the decision of mind and soul of entire universes as Q did.

It would take all of their combined efforts to push Q back to the Q Continuum.

Calculations suggest that even though Blackheart can display more Raw power, Mumm-Ra can invoke more power from the sources of the four Ancient Spirits of Evil thus increasing his overall personal power. Though with the lack of evidence supporting the true power of the Ancient Spirits of Evil, it will be hard to tell if the four Demonic entities are more powerful or even in par to Blackheart.
