If your definition of more modestly is the more skin covered, i'd say PG is more modest (compared to midriff-baring Supergirl), her costumes cover more skin But the thing here is which part of the skin is being covered, not how much, LOL
@Primmaster64: Why wait a couple of years when Power Girl already looks like that? Plus don't Kryptonians age slower once they hit their prime? In one future time scene in Justice League GL, 112 years in the future Power Girl looks like she was in her late 30's but with white hair.
Well, if you go by the comics, officially, it's Power Girl. A few years back, Stargirl was telling Wonder Woman that Power Girl had been chosen again by Rolling Stone (?) as the sexiest superheroine alive. And you get the likes of Robin, Superboy, Toyman, and even Dick Grayson sort of fantasizing about her.
In general Power Girl but it also depends on who's drawing her. You get this idiots who draw her looking like China from American Gladiators and other idiots who make her boobs so huge it's just disgusting. Then there's the fetish jack-wagons who like to draw her fat. Or with huge more realistic boobs that sag down to her knees.
My favorite versions of her are Amanda Connors, Adam Hughes and Ed Benes

as someone said already, it depends on the artist but IMO Supergirl has: long pretty hair, is cute and a teen. Also, legal for me Powergirl has: great body, super cute face, but Im not a sucker for short hair. Also she is older but still legal and I like her personality better. So 7/10 Id say Powergirl, but Id want her to let her hair grow out!!
