Crazy Quilt is an artist gone mad.
Paul Dekker was a criminal that left clues for his henchmen in paintings. Before he was arrested, a gunshot wound caused him to lose his vision. In prison, he volunteered for an experimental procedure to restore his eyesight. Dekker was driven insane by intense colors in his vision.
Powers and abilities

As Crazy Quilt, he uses a special helmet that allows him to hypnotize his victims with colors.

He appears several times in Batman the Brave and the Bold. the first time he attempts to steal a painting but is foiled by Batman. His next appearence is in "The Color of Revenge" the teaser shows how Dick blinded him. He tries to get revenge but is defeated by the Dynamic Duo. In his second appearence his themed henchmen the Color Guard are a throwback to the adam west series.
