Brief History
The first group - Defenders
A previous group called The Order was composed of Doctor Strange, Namor the Sub-Mariner, the Silver Surfer and the Incredible Hulk and first appeared in the Defenders vol.2 issue 12, before that series changed it's name to " The Order". This group was tied to eachother due to a magical bond and where called upon any time a threat started. In hope of stopping the random 'call upons' the team tried to take over the world in an attempt to protect it, so they could go on with their own personal lives. The team was however stopped and brought back to reason by their friends from the Defenders.
The Initiative - Order
the Order's new group The second team known as The Order was a group of superheroes coming out of the super-human Civil War, as part of the 50 States Initiative. The superheroes where actually normal humans powered with drugs to give them superhuman abbilities. The effects of the powers would however only last for about a year. After that, the team would have to find new recruits. The team leader was Anthem, a close friend to Tony Stark, whom met eachother during their alcohol anonimous meetings. The team had a massive Public Relations campaign and soon became great heroes. However, almost the entire team was shifted when half the team was caught on camera at a strip-club celebrating their victory over a defeated villain. New rectuits came witch became the main team. It however did not last long. Due to internal conflicts and the deaths of two of their teammates, the group quitily dropped to the background.
FEAR ITSELF Commander Steve Rogers informs Prodigy of the unknown meteors that have fallen from the heavens and mass panic is on the horizon. Rogers asks Prodigy to gather heroes on a volunteer basis to help keep the peace and lead a new Initiative where there is no forced conscription or registration. Prodigy agrees to become the leader of the new Initiative and most of the former Initiative teams including the Order gather in Washington DC.

Trivia:
This series was originally called "The Champions" but due to copy-write violation of the title (another publisher was also publishing a comic named the Champions) the title was changed to the Order.
