Operation: Galactic Storm was a major event in the Avenger's titles. It involves the Avengers becoming involved in a war between the Shi'ar Empire and the Kree.
Summary of Events follow by issue:
Captain America - 398
The Shi'ar capture Rick Jones to force him to aid them in developing a super-weapon to be used against the Kree. Captain America saves him and discovers that a galaxy-wide conflict has started.
Quasar - 32
Quasar discovers that the Kree and Shi'ar are using a stargate too close to the Earth's sun which is causing it to become unstable. The Avenger gather an decide that they must intervene in the conflict to prevent the destruction of Earth.

Fall-out from Operation: Galactic Storm
The harmony of the Avengers is destroyed by this event by the faction that disobeyed Captain America's orders and tried to kill the Supreme Intelligence.
The Kree empire is shattered by the events of Operation: Galactic Storm. This lead renegade Kree to strike directly at Earth's heroes a number of times including during the "Live of Die, Kree!" event.
