In the 1800s, seafaring explorer Arthur Gordon Pym discovered the lost Arctic civilization of the alien Dyzan. This race was masters of the Vril, a mysterious magical energy source. Living with them, Pym mastered the Vril, and its power enabled him to mentally control the aliens — though it also magnified Pym's inherent evil tendencies. Pym had the Dyzans construct a pirate submarine called the Nautilus, with which Pym, who now referred to himself as "Captain Nemo ," plundered ships worldwide.

Eventually, the Nautilus was nearly destroyed, but Pym was not killed; instead, in 1890 he returned to the U.S. temporarily and, under the assumed name of Perkins, married a wealthy young woman who later died during the childbirth that gave Pym a son named Ross. Ross spent the first ten years of his life among the Vril, only to be sent back home by Pym, whose evil tendencies the boy despised.

In 1910, with German backing, Pym built a mobile war-island called Leviathan and used it to sink the Titanic in 1912. He also captured some of the Titanic's gold and its survivors. Years later, his son Ross became a newspaperman. He suspected his father of piratical feats and found his way to Leviathan. There, he met and married a Titanic survivor. Bent on revenge against Pym, the young couple conceived a child in the presence of the vast Vril power, hoping that the child would inherit some of that power and could someday be their instrument of vengeance.

When the Perkins returned to civilization, their son Neptune was born. Perkins was discovered to be a mutant who was born with webbed feet and a severe deficiency in sodium salts. Neptune's father was told that his newborn son's heart could not function normally without sodium salts and that therefore the baby needed to stay in a salt bath to remain alive. The infant would absorb the salts he needed through his skin. Neptune's father realized that his son could be healthy if he absorbed the salts he needed from seawater. Hence Neptune Perkins grew up spending most of his time in the ocean. In time he became a superb swimmer and an undersea explorer, learning many of the oceans' secrets.

His parents were later killed by Nazis who had hoped to goad Neptune into leading them to Pym. However, Neptune had not yet learned about his grandfather's existence and put the tragedy behind him . Neptune had little contact with normal people and was working on a book on marine life when World War Two began.


In February 1942, Perkins was searching of the California coast for a coast guard ship that had disappeared while investigating the reported sighting of a Japanese submarine. There he met All-Star Squadron members Johnny Quick and Firebrand, who were also looking for the Coast Guard cutter. Together the 3 of them found the submarine, which was there to destroy the oil fields around Santa Barbara. The Japanese captured Neptune and Johnny Quick, who were rescued by Firebrand, Liberty Belle and Starman.

The submarine exploded in the ensuing conflict, but Perkins, the All-Stars and the Japanese super villain Tsunami (Miya Shimada) all escaped. Perkins fought Tsunami, but she overpowered him and escaped.

Perkins and Tsunami would meet again, this time both helping the All-Star Squadron against the villainous group, Axis Amerika.    Neptune agreed to join the Squadron, but on the probationary team called Young All-Stars.  It was during this time that he fell in love with Tsunami.

A year before, in 1941, Hitler learned of the Dyzan's existence and invaded Pym's home among them. Pym managed to send his mate, Kalla, to find his grandson Neptune. She succeeded in drawing the Young All-Stars to their home where the Nazis were waiting. Pym ultimately defeated the Nazis himself by using the Vril power stored in his body. The effort killed him and the remaining Dyzan departed from Earth.

Perkins' books on marine life began to be published after the war. At one time he teamed up with Hawkman to capture a gang of criminals, and later Perkins accompanied the Winged Wonder to another planet, where they aided its residents against dangerous monsters.

Perkins continued his relationship with Miya (Tsunami) and believed he helped conceived a daughter by the name Debbie. However, Miya never revealed the truth to Neptune, that Debbie’s biological father was actually the ancient Atlantean sorcerer, Atlan.  The two would eventually go their separate ways due to some unexplained reason.  The sea now held too many painful memories for Neptune and he chose to make his home on land.

Perkins was reunited with Miya and Debbie years later when Aquaman called for all undersea nations to unite. At this time, Debbie had taken her own codename as Deep Blue. The three would go on to encounter the villain Rhombus, who claimed he was Debbie’s father. Neptune and Miya were instrumental in his defeat, yet Miya did not take the opportunity to set the record straight about Debbie.

After the war, Neptune Perkins became active in politics and later became a U.S. Senator. He used the influence of this position to team up with his former teammate Dan Dunbar. They formed a legislative committee to monitor the unruly teen hero group called Young Justice. went on to gather former sidekicks together and christened them Old Justice. After a while Dunbar and his allies came to respect Young Justice and realized they didn’t require such a degree of monitoring.


Death

Perkins was aiding the undersea city of against an attack by Alexander Luthor’s new Secret Society of Super-Villains.  It was there that he was slain by the Shark and the similar villain called, King Shark.

Perkins possesses enhanced human physiology that allows him to survive in the ocean depths. An external sign of this is his webbed hands and feet. With these enhancements Perkins has gone beyond the proficiency of an Olympic level swimmer. He is also capable of communicating with marine life, mainly dolphins.
