Namor the Sub-Mariner is the ruler of undersea Atlantis. The offspring of a sea captain and an Atlantean princess, he has been both a hero and a villain to the surface world. Namor is one of Marvel's oldest published characters with his origins in The Golden Age of Comics.

Probably Atlantian mythos, along the same lines as Thor shouting out "By Odin's beard!" or something like that. Maybe Rex was some lost Atlantian god.

In Latin, it would mean something like "the ruling king" or "commanding king" But I doubt the writers really thought what it means when they thought of it. They just went with what sounds cool.

Here's a hint... Namor = "Roman" backwards. 
 
I don't think it's real Latin, but it boils down to supreme royalty.  Like 'Commander King', but not that exactly.

I believe Stan Lee once said that he just made it up because he liked the sound of it, it sounded royal and arrogant.. and it fits Namor.

real definition is that  Stan Lee once said that he came up with Namor's catchphrase of "Imperius Rex" 
just because he liked how it sounded. It sounded both regal and arrogant, something fitting Namor's persona. 
just like he did "Avengers Assemble" or "It's Clobberin' Time." 

if one thinks about it the word Imperious means 
1. Arrogantly domineering or overbearing. 
2. Urgent; pressing.
3. Obsolete Regal; imperial.
and Rex
1. a male sovereign; ruler of a kingdom
 
likely in the intended origin of the phrase as it matches Stans definition, and Stan is quite the
linguist.
 
 
though, personally i always thought it was something hip like Atlantean for
" Super keen hepcat! "
