    I came up with team a while ago called the Oddballs. It's basically a union of Marvel's most bizarre, off-the-wall heroes.     As for some of the other Marvel Horror characters:Dracula would not have to register, as he is not an American citizen. I'm not even sure if the government knows of his existence, although even if they do, he's still legally dead...kind of.Werewolf by Night would have to register.     We have seen that Chthon is not capable of containing his entire essence on Earth. If he somehow was able to enter Earth in his entirety, he would be capable of taking out big guns like Galactus and Mephisto with ease. Otherwise, it really depends on how much Chthon there is in Earth's dimension.

  • Joker is undeniably awesome and terrifying, don't get me wrong, but I have always liked Penguin. Why? Because Penguin provides the comic relief in an otherwise grim and gritty world. With maniacs like Joker and Two-Face running around, sometimes we need a Penguin to laugh at.
