After the devastating events that took our New York,a certain wealthy hero put his money into rebuilding the city.Mostly known to most as "Davey Shade"(one of his many alias's) in the corporate world,Leonidas Shadey,or otherwise known as Lightshade hired millions of workers and called in thousands of favors to make this happen.The new city was to be a precious jewel for the American populace,and that it was.
Welcome,one and all,to the NEW New York City!
Security:
Leo,in order to assure the city was safe,donated his own blood and money into a new cloning program.The actual cloning is held on a offshore ship,as is the training,which is given to the clones by Leo himself.He made sure that none of them inherited his lycanthrope persona by editing their physical code,or DNA.They retained shape-shifting ability's and wind manipulation,but not Leo's mind or the demons that inhabit it.He trains them in a way similar to Skrulls.They are trained to only use their shape-shifting in combat under order.They do get taught how to be human,of course,but never given any teachings that could led to an uprising.Too add to their effectiveness,Leo also payed for them to be clad in padded armor that comes with high-tech wrist blasters.Not Cheap,but effective.
L.O.L-
For years,Leo has secretly been creating new Lycans by infecting dog puppy's with his disease and then editing their genetic code to fit the role of assassins and body guards.They are completely loyal to Leo and do whatever he tells them to do.With the creation of the "New" New York,Leo has put them to work as a task-force.They do the darker jobs no one wants to hear about.Leo,like any reasonable person,does not trust the F.B.I. and will not have them doing things un-warranted in his city,considering he bought the rights to the land.
Steel Cans-
The "Steel Cans" are trained men in armored suits.They serve as "Heavy-Hitters" who deal with super-powered villains who enter the city.Their armor is made from a powerful compound of steel.Their standard ability's are flight,thanks to jet-boots attached to the armor,super-strength of an access of 30-Tons,and their visors allow thermal and night vision.They patroll the city commonly.Their armors are controlled at a main building in a base of security,located in the resident super-team's base(See Below).They are not clones,they are hired forces who surpass the clones in training and firepower.
The New Guardians:
The New guardians are the new super-hero team created by Leo himself.The actual full name is "The New York Guardians",but it will commonly be refereed to as the New Guardians.Leo decided that New York needs more protection than what's given to it,and that is what he is going to give it.Leo only allows people he know are good into the team,and if someone he doesn't know wishes to join he makes arrangements to have them "tested" under several forms of recorded tests,including lie detectors,hypnotism,and a knowledge test.
