These characters actually seemed promising at first. Except, later they weren't promising, they still would have been, but half of them were dead. Admittedly, they weren't really true Batman type villains, but I think the Swagman could have stayed a villain of one of the other Gotham heroes, like Robin, Nightwing, or even the Birds of Prey. Same with El Sombrero, but the Joker seemed to have killed him. I think that Dr. Hurt will definetely be back either attacking the Outsiders or Batman (he did seem to have survived, as seen in some recent issue of Batman and the Outsiders). Or maybe they'll set up a series about the International Club of Heroes.
