Character Profile
Mustapha Cairo is a brilliant engineer. He is responsible for the construction and maintenance of much of the
City in the Sea's infrastructure. He is also friend of
Jack Tenrec.
Mustapha clashed with
Wilhelmina Scharnhorst when he learned that she was attempting to seize control of the city's water supply. He ran for governor against Scharnhorst, but lost the election, and Scharnhorst rose to power. After becoming governor, Scharnhorst ordered her guards to imprison Mustapha, Jack Tenrec, and all of the Old Blood Mechanics. Mustapha managed to evade capture and later helped
Jack escape from the city.
Mustapha now leads a resistance movement that hopes to overthrow Scharnhorst. He is aided by
Lorraine Dahlgren, his only ally among the city's governors.
