Rogue: she can absorb the life-force of whomever she touches, she also takes parts of that person for a short period of time depending on how long she touched them, potentially permanently at the risk if killing them.
What this means is that she not only takes their power if they are a mutant, but she also takes their knowledge, skills, memories, and even possibly their personality traits.
So while this let's her get the powers of other mutants, it can also make her crazy as she can practically become someone else, as it's even hard for her to discern what memories are hers and what are someone else's.
Mimic: he just has to be within a certain range to copy someone's powers and skills. No touching, no time-limit (just a proximity limit), no becoming schizo. He also has the potential to permanently copy someone's abilities if he is around them long enough, as shown with the original X-Men.
So Mimic can basically become a god depending on what room he's in, but he is bipolar and is afraid of losing control his powers. Rogue on the otherhand is much more flawed and compelling.
