Umm.. yeah. Well.. there aren't really popular Mexican characters, but there are some popular characters with Mexican descent... the greatest of them I think would be Kyle Rayner, one of Earth's Green Lanterns. He's Mexican/Irish ancestry, the same as Spiderman 2099... Firebird is also Mexican I think... anyway the reason to why there's no mexican characters is because there are not many mexican comic book writers. Authors project themselves into their creations, in one form or another.
