    The Metal Men are returning from a successful mission to the Moon, little knowing that the Inheritor is closing on their position. A squabble between Lead and Mercury ends when Lead pops Mercury's head like a soap bubble. Suddenly, the Inheritor strikes. With the controls of the Jetaway damaged, Gold struggles to put the ship down in an unpopulated area. Meanwhile, Iron and Lead engage the Inheritor. In the course of their combat, the Inheritor reveals that he, too, like the Metal Men, was created by Doctor William Magnus. The Inheritor also seems to possess all of their abilities, along with a few powers the Metal Men don't possess. Gold crashes the Jetaway in Long Island. Platinum momentarily blinds the Inheritor. Platinum though is soon being burned off the Inheritor, when his outer temperature climbs to white hot levels.

    Receiving a summons from Magnus, the Inheritor breaks off his attack, and returns to headquarters. Magnus questions the Inheritor on his actions against the Metal Men. With the defeat of the Missile Men, the Inheritor determined that the Metal Men were the next obvious threat. Furious over his latest creations actions, Magnus begins searching for flaws in the Inheritor's responsometer. The Metal Men return to their apartment, only to find General Henry Caspar, and a platoon of soldiers waiting for them. Caspar declares the Metal Men property of the United States military. The Metal Men defiantly disagree. Caspar gives the order to fire on the Metal Men. Lead shields his teammates from the gunfire, while Iron brings the ceiling down on the soldiers. Seeking a peaceful solution to their status, the Metal Men go to the United Nations building, in search of Diana Prince.

    The Metal Men reveal that, through their association with Batman, they are aware that Prince is really Wonder Woman. Prince calls on her friend, Crystal Carpenter, a civil liberties lawyer, to render aid to the Metal Men. Carpenter suggests making a formal request, to the United Nations, to have the Metal Men declared "Citizens of the World". The next several days are filled with private meetings with ambassadors, and negotiations of every stripe. Finally, a meeting of the General Assembly is called to order. The Metal Men make their presence known in their own inimitable fashion. Gold makes his case for citizenship. Outraged over Gold's attempt to sway the world against the United States' military's claim of ownership, Caspar orders the Inheritor to destroy the Metal Men. Faster than anyone can react, the Inheritor destroys Gold, Iron and Tin.

    At which point, the Inheritor declares himself the true threat to the United States. Prince holds back, believing that, win or lose, the Metal Men must face the Inheritor alone, in order to win their freedom, in the eyes of the world. Platinum charges the Inheritor, only to be melted down into slag. Lead sacrifices himself to give Mercury the opportunity to defeat the Inheritor. Mercury pours himself down the Inheritor's throat, coating his delicate mechanisms in liquid Mercury, shorting the Inheritor out. Magnus steps forward with an offer to rebuild the Metal Men. Mercury, though, demands that the vote on their status be made first. Magnus effects enough repairs to get the Metal Men back on their feet, long enough to hear the vote. The United Nations unanimously votes in favor of granting the Metal Men world citizenship.
