I've thought this for a while and I'm not sure if it was ever exclusively explored....but there was a storyline back in Excalibur where Meggan realized her true form.....and it was eerily similar to Snowbird. 
 
They're both elemental's, although Meggan seems to have a wider variety of powers. They're shapeshifters with limitations on their powers outside their motherlands, a binding enchantment of which both of them eventually broke free. 
 
I know Meggan is listed as a mutant, but is it possible that the Inuit goddess, Snowbird's mother, may have had another half-human daughter or maybe one of the other gods?

Doubtful but I do see a strange resemblance. They really do need to get more into Meg's family and heritage...maybe have her go on a search for them in her own little mini-series.

Maybe it is one of those plot lines that just never happened. I've noticed quite a few of them over the years where they lay the ground work for a plot line but they never get to it for whatever reason. Much like the one in Alpha Flight many years ago where they hinted that Wolverine was the father of Flex. Who knows.
