At first, Maxwell Lord was the head of the Justice League, and a liason for the United Nations. Originally, he was perceived to be a man of good intentions and due do unforeseen circumstances, he gained telepathic abilities. Many years later, Maxwell's sense of righteousness became warped, causing him to use his powers and cunning against fellow superheroes. In relation to Captain Atom, a man whom he knew since the very beginning of the Justice League International, he was able to deal with him by creating an unknown energy form that served as an Achille's heel against the Captain's energy absorption abilities. This very same energy was implanted into a nuke, just for Atom to absorb, causing him to quantum jump as well. It also used to enhance the power of Magog's lance, allowing him to fight Captain Atom on even grounds. However, Magog was defeated by Atom. When the lance exploded, the same energy that Atom attempted to absorb caused him to quantum jump once again. As the newly-reformed JLI thwarted Max Lord's plan to kill Wonder Woman, Captain Atom threatened to send him to the future via quantum jumping (after absorbing the equivalent of his power from OMAC Prime when it copied Captain Atom's powers) if he didn't restore the memories of everyone on Earth of Max's existence. After doing so, the Captain let him go.
