    You mean a "Soldier Supreme", like the military analogue of Doctor Strange? Probably Bucky Barnes. He's been a soldier all his life, has a high capacity for violence, is well-versed in several aspects of warfare, and is highly loyal.

    The best individual soldier would probably go to Bucky but if we are talking about the master of all things warfare I would have to give that to Fury
