No, thor is BY no means underrated. He is at times overrated.
Well, remember it is entirely possible for a character to be underrated and overrated. In fact most things by nature tend to be both, depends on what one specifically means. Thor usually has one ongoing series at any given time, is in about one to two team books, usually has a few mini series or one shots in a given year, is frequent guest starring in other books, has a movie etc etc he gets plenty of exposure and a lot of nice moments, often gets to be the star so on. At the same time many writers use him as a device to make other characters look good or give credibility to a threat. One writer had Thor knocked out but being shot by a sniper, another writer claimed Thor was scared of bullets. Sort of strange given his creator and many of his best writers view the character as this larger than life character who is mythically powerful. How many people know that Thor was intended to be stronger than Hulk for example? Or that many writers today think that he is still the most powerful Marvel superhero? Or that even some writers who have written Superman and Wonder Woman think Thor could beat those fictional characters? These are factual objective pieces of knowledge (not that the about the fictional character, the writers being real and having credible opinions heh heh) but instead many fans will use "feats" as "proof" of what is "supposed" to happen.
So on the basis of fans knowing their Marvel history and how fiction works Thor and a few other characters like him, can be accurately labeled as underrated. Its a bit like Namor. Namor was the first superhero to fly. He was Marvels big powerhouse before Thor, Thing and Hulk were imagined, he paved the way so to speak. Lots of people falsely assert flying as Superman's thing. Naturally you will have some fans who will make claims that have no objective basis and only are opinion (Thor or XYZ character would murder everyone else with "4 times faster than light godblasts 1000 worlds wind electric boogaloo" etc heh heh) so in that sense I also agree with you, as far as being overrated.
Also nice picks with Skaar and Hercules.
I'll add it Husk, Chamber, Synch, Jocasta, Blink, Banshee, Penance, Nocturne, Elektra, Ares, Sif, Gilgamesh, Eternals, Sentry. Would have added Karima Shapander, Monica Rambeau, Valkyrie, Forge, Blue Marvel, but they have all made recent appearances and so I'll take wait and see approach with them.
I would have said Monica Rambeau until this week, her charecter was well written in Mighty Avengers. As was Luke Cage... But I'd like to see Hercules as more than a comedy relief version of Thor just to make some one liner... I loved man thing and Howard the duck as a kid, so I'd love to see them again...
But most of all I'd like to see a good spider-woman run, she's terrible in infinity... Give her a stronger role...

Oh god yes, Songbird totally deserves her own title, if not just a spot on the Avengers.

Underrated: Taskmaster, Iron Fist, Ares
Not underrated: Black Panther, check anywhere, Black Panther owns ppl left and right. Daredevil, people argue whether or not he'd beat Batman. Seems on par with where he should be. Beta Ray Bill is a top-tier cosmic fighter, second to Silver Surfer. Definitely not underrated.
I feel like this thread was intended for which characters are underrated as far as popularity goes but, unsurprisingly, turned into a discussion of underrated power wise.
In regards to the original question I could list way too many but some of my favorite ones are; Black Panther, Daredevil, Doctor Strange, Moon Knight, and Scarlet Spider (Kaine).
The Nasty Boys (X-Men Enemies). They were on the 90's cartoon more than they were in the comics.
Ruby Summers (Scott and Emma's Daughter from Bishop's Future) and Kiden Nixon from NYX.
- Agent Venom
- Scarlet Spider
- Taskmaster (jobber syndrome has actually caused many characters to be underrated)
- Green Goblin (Norman doesn't get the respect as a diabolical genius that he is)
- Valkyrie
Popularity wise, Black Bolt....such a cool character but unknown outside of the comic buying fraternity. Power-wise......actually Iron Man seems under-rated. He hangs with some powerful opponents and because he is a tech based character he will just evolve over time.....he's one of the few to have beaten Magneto in a one on one encounter and the Hulkbuster suit means he can mix it with the strongest marvel heroes out there
Ditto on Peter, not as an iconic symbol in the real world, but a actual character in universe who's constant misfortunes with his heroic reputation and his personal life is dow rite torture porn alongside Daredevil and the fact he's treated less fairly than the new heroes and is still mocked despite his long experienced carreer as Spidey, this is not how a iconic figure should be treated even as a protagonist, it's bad writing and inconsistent with how well a brand can sell if the character can't be as awesome as it's presented as merchandise. It's like Peter Parker's not even a superhero mascot anymore, more like a cute "SpongeBob" type made to sell to the common casual because it's colorful.
Hulk: in all of my time on comic vine everyone has only said that the hulk gets mad. They never mention that he has the best healing factor in comics, has great durability, super speed, and all of his abilities increase when he gets angry. And he had enough combat experience to take down most of marvel in world war hulk. Also he can go into world breaker which makes home even stronger.
