She has an amazing origin story a cool power and could easily be Marvels rival for Batman... If it were up to me Phase 3 would include Captain Marvel Carol Danvers and Ava Ayala, both can be introduced as members of Shield, be it a officer and pilot or in Ava's case a member of some sort of Avengers Accademy of gifted youngsters. I fact she would even work as part of the Marvel agents of SHIELD tv show.
