Well… the fictional character Living Tribunal could make it so he wins lottery, but just because he doesn't, doesn't mean he can't. From a creative standpoint its probably more feasible that almost all the time Living Tribunal can see what will happen and just goes along for the ride. Even events which may be seen as counter intuitive to his goals and preference may actually fall within his goals/preference. Arguably only characters of ability above him having the ability to circumvent that. Living Tribunal is written to have for all intents and purposes absolute control let alone mind control. Which means the question is the why (motivation or reasoning) behind exerting such power and that versus alternatives.
