Is Agents of S.H.I.E.L.D purposefully slow?

I've heard a lot of people say that Agents of SHIELD is to slow and that Arrow is better. But reading interviews I get the impression this may be for good reason. Will the show tie into the movies? If so adding characters and plots willy-nilly will cause problems later.

I may be putting to much faith in the show, but could it be in the process of filling the gaps between captain America 2 and GotG, could it introduce Captain Mar-Vell and a Lree Skrull war, will film characters be absorbed I to the show, will it have connections to shows on Netflix? As Whedon is overseeing all the McU will he use Agents of Shield to help glue everything together?

I guess time will tell, but I'm excited to see how much of the films will see itself into the tv show.

Whedon isn't overseeing the McU. He directed 1 film and will direct a 2nd.

He doesn't even have that much to do with the show, they just slapped his name on it more or less.

    And? That article means nothing.

Whedon isn't overseeing anything. Feige is the mastermind. Whedon even wanted to use Wasp in Avengers 1, guess who said "no, used black widow instead"?

He's directing Avengers 2 and that's about it. The people doing the Captain America movies, are all ready signed for film 3. Whedon isn't apart of that whatsoever. He didn't do anything with Iron Man or GotG either. Or Ant-Man. Or Thor (though I think he assisted with the re-shoots or something on Thor 2)

He's just a piece of the puzzle. Important? Sure. Not the "overseer"

And again, Whedon only wrote the first episode of AoS I believe, so they slapped his name on it as a technically. He hasn't done anything with it since that I'm aware of.

Would have changed if Whedon was more involved
