Why does he need the Living Tribunal. If he was a true omnipotent, couldn't he do all of the Living Tribunals work himself.

Put it this way: it's not like Bill Gates spies on every single bit in every single Windows PC on the planet, just to make sure every single one of them works every single time. If you can create a system, isn't it easier to create something within that system that'll handle repairs and security for you?
