In Omega Flight #1, it's stated that Canada has had a superhero registration act for years without problem, in contrast to the events in the US at the time (civil war). How long had this been happening, and why did it go so well?
Since circa Alpha Flight #118 in 1993. It had a very rocky start, largely because Alpha Flight's foe the Master of the World secretly manipulated the government to get it enacted and had his armored pawns, the Hardliners, enforcing it, but apparently, going by the Omega Flight series' comments, things settled down once he was defeated.
